Abstract: | At the European Union's summit meeting in Copenhagen in December 2002, in all probability a decision will be made on the accession to the EU of the central and eastern European applicant countries. However, despite progressive political and economic integration, a sub stantial gap remains between the applicant states and the average EU level in terms of infrastructure equipment. This concerns both material infrastructure and the linked regulatory framework and implementation of the EU's common legal framework (the 'aquis communautaire'). For the 10 central and eastern European applicant states to achieve the EU's average level of equipment, the investment needed in the areas of telecommunications, transport, energy, water, and the environment would be in excess of euro 500 billion. |
