Abstract:Already there are 40 million shareholders. But Russia's infant equity market has leapt ahead of itself. Laws are in place but enforcement and practice are a different story. Regulators and reputable brokers are trying to clean up the mess. Russia's stock market is at a critical point. The voucher programme has more or less run its course, and cash privatization is set to take over as the means of propelling enterprises out of the state sector. The success of the voucher programme showed that the Russian public has an appetite for investing and a taste for taking risks. Now the government and the securities industry must make sure scandals like the MMM affair don't scare it off.
