Abstract: | The recent financial crises in emerging markets have heightened concerns about the possible adverse effects of capital account liberalization, and controls on short-term capital flows are frequently being advocated. The advanced transition economies of Central and Eastern Europe, for instance, the Czech Republic, Estonia, Hungary, and Poland, have abolished most restrictions on the free flow of capital. These countries have been able to attract foreign capital. This paper argues that domestic policies can have a substantial impact on the structure of capital flows and on the ability of a given country to deal with adverse external shocks.
