Abstract:The crisis of competitiveness in USA industry highlights the fact that many modern organizations can survive only by cooperating with each other. Japan's economic success is largely premised on the cooperative interaction of different institutions. The concept of social partnership is defined. Feasibility of building successful partnerships is examined. The case history of the Growth Opportunity Alliance of Greater Lawrence /GOAL/ programs - initiated in 1978 in the USA - is described and analyzed. Using GOAL as a starting point, a framework is provided for partnership development. The problems of choosing parners, defining the partnership's purpose are discussed. Implementation guidelines are provided.
