Abstract:Two main conditions will need to be satisfied if Europe's economic and monetary union (EMU) is to come about before the end of the century. First, the Maastricht convergence criteria will have to be met. Second, the countries going into the third and final stage of EMU - the single European currency - must have the political will to go ahead. The two are interlinked. The author first looks at the prospects for the convergence criteria being met, and then examine the nature and timing of the political decisions that follow.
