Abstract:The paper states that the importance and attention given to the higher education accountability in South Carolina culminated in the controversial implementation of tying state funding to 37 different performance measurements. The authors also subjected the National Center for Public Policy and Higher Education's recent state-by-state higher education report card to an independent analysis using regression analysis. The purpose was to create an empirical starting point for investigating the relationships among the five report-card categories and between the categories and various elements of each state's higher education environment. All analyses resulted in significant relationships, which are compared with those offered by the NCPPHE.
