Abstract:This paper develops a model in which some child labour (hereafter as: c-l.) is exploitative (here as: expl). Since exploited child labourers are paid less than the value of the marginal product of labour, there is scope for policy intervention to be Pareto improving. This is illustrated by showing that a system of inspection and fines targeted on expl. c-l. increases the aggregate output produced by children. It is also established that such intervention (as: i-vntn.) secures the release of children from expl. working conditions, to their benefit. The distributional implications of the i-vntn. among employers and among children not being exploited depends on whether capital is mobile internationally, and can depend on whether the elimination of expl. c-l. is complete or partial.
