Abstract:Historical experience suggests that the efficacy of economic sanctions should be questioned as a useful policy instrument. Efficacy and success of sanctions is distinguished. Theory of economic warfare following Kemp, based on the Heckscher-Ohlim international trade theory, is discussed, need for energetic action and quick implementation is stressed. Success largely depends on the trade dependency and vulnerability of the target country. Sanctions should bite rapidly, otherwise they tend to weaken over time. The case of Iraq is offered as an example of vulnerability and weakening sanctions. Sanctions would loose much of their meaning, if reprisals are possible. Their effect can be reduced with a friendly country or by loopholes.
