| Abstract: | Dalian City, which located at the center of Northeast Asia, made a suggestion to build itself as another "Hong Kong" in the North, in substance, to make use of some policies and administrative mechanism that promoting the development of social economy in Hong Kong, as well as to rely on its favorable conditions, such as, it is a huge port and a hub of communications in the North, that will be advantageous to play a central role similar to Hong Kong while China taking part in the economic cooperation of Northeast Asian Region. |
