| Abstract: | The honeymoon is over for Nelson Mandela and his new government of national unity. Four months after South Africa's first all-race elections, rumblings among the black majority are reminding the new president that he must soon begin to fulfil his pre-election promises - or at least show that he is making some progress. Mandela has pinned his hopes on the Reconstruction and Development Programme, a blueprint to transform South African society, to redefine patterns of ownership, influence and power, and to provide basic needs to the country's poor. But this grand social project will stand, or fall, on how it is financed. |
