| Abstract: | The Municipal Government of Shantou, Guangdong, recently decided to take several drastic measures to promote the development of non-state-owned economy, namely, to be impartial to non-state-owned enterprises, to lay down local regulations respectful of the decision-making power of private enterprises in order to safeguard legal rights of those enterprises and self-employed labourers, to revoke articles mapped out by various departments themselves and contradicting the provisions of their superiors, to devise actual methods of facilitating the advance of non-state-owned economy, to increase the number of civil entrepreneurs and talents who can contract or lease part of medium-sized or small state and collectively-run enterprises. |
