| Abstract: | As Pearl River Delta's development is facing the second upgrading in industrial structure, the overall strategy of utilizing foreign investment should be transformed from simply seeking quantity to laying equal stress on both quantity and quality so as to promote the reasonableness of structure meeting the need of the growth of foreign investment, from seeking foreign-funded industries and profits to supporting the upgrading and optimizing of industrial structure. To realize this strategic transformation, an importance should be attached to the settlement of the problems in infrastructure attracting foreign investment, basic industries, and agriculture which can not gain profits during a short period of time. |
