Abstract:Trade liberalization is neither a concept in the field of social system nor an ideological one but the modern formation of expression of market economy. Compared with many regions in China, Hainan has more favorable conditions which can make it join the trends of world economy and the regionalism of Asia and Pacific regional economy. Viewing from the angle of development in the 21st century, China should adjust the functions of Hainan Special Economic Zone at high starting point. Free trade will be taken as the main body. Efforts will be concentrated on developing port economy at the periphery of island. Within the zone, market system will be formed to play the roles of distribution, production, service and renovation.
