| Abstract: | In the policy of regional economic layout, the distribution of productive force should expand to the gathering zone of energy and minerals resources along the coastal line, Yangtze River, Longhai-Lanxin lines, the upper and middle reaches of Yellow River and Southwest areas. At the same time, investment should be focused on the construction of several "economic growth deltas" to lay foundations for China's economic layout in the 20 years to come and even in a longer period. Besides, under unified planing, the regional layout of basic industries and infrastructure like energy, raw materials, and communication and transportation should be arranged overall.
