| Abstract: | The imbalance of development between China's border regions on one hand and coastal economically-developed and sub- developed regions on the other hand is becoming greater. So is the gap in economy and technology. Implementation of strategies of opening to the outside is thus necessary for border areas. The important strategic goal is to open regional economic markets and invest in peripheral countries. |
