Abstract: | The positive effects of tilting policies are as follows: enlarging the scale of utilized foreign funds, raising the level of industrialization, promoting the high-speed development of foreign trade and speeding up the development of market economic system. Their negative effects are to widen the regional gap, produce an echo effect and induce the phenomenon of over heated economy. The focus of tilting policies lies in the coordination of balance and tilting, key points and generalities, strengthening and weakening, regions and industries, and leading and bringing along. The strategic choice of tilting policies is to open wider to the outside world, tilt further to the central and western areas in policy and give the same treatment as the Chinese people to foreign businessmen. |
