Abstract:Are there systematic forces such that countries of different sizes participating in a free trade block benefit differently from the entry of new members ? In case the economies of scale imply firms in large countries enjoying lower costs, the gains from bloc enlargement would fall disproportionately on small countries. The theoretical prediction is clear, but the empirical analysis of trade flows towards Portugal and Spain after their 1986 entry into the European Community yields mixed results. The U.K. and France appear to have lost market shares relative to the small countries in the Community. The same fact, however, is not true for Italy and, to a lesser degree, for Germany.
