Abstract:Taking a comprehensive view of the general situation, Shanghai should seize chances to promote the strategic reorganization of state-owned enterprises. It should also use industrial policy as its guide and accelerate structural adjustment to create new industrial superiority. Besides, it should open wider to the outside world and form a new patter of export-oriented economy. It will continue to emancipate the mind and give state-owned enterprises more autonomous power. What it needs to do are to put efforts on the innovation of management with an effort to raise its efficiency and integrate with the management in foreign countries as soon as possible, and to practice an active policy on labor and employment and settle the issue of re-employment conscientiously.
