Abstract:South Africa's stagnating economy needs foreign investors, and the government has made much effort to attract them. But the black majority's political leaders are exerting sufficient moral force to discourage open investments in a country which has just started its anti-apartheid reforms. Another hindrance to foreign investment is the menace of a coming nationalization if the ANC seizes power.
