Abstract:The Brazilian alcohol programme is the only large attempt to substitute biomass for oil. It emerged with the oil crises but since the collapse of oil prices in 1986 its future is in jeopardy and the programme needs a reassessment. An analysis of the economic viability of alcohol provides indications that the use of hydrous alcohol presents a social cost which is above current oil prices but use of anhydrous alcohol mixed with petrol has a social cost quite close to current oil prices. A comprehensive review of alcohol policy is needed. The use of alcohol as a fuel should be preserved because the expertise acquired by Brazilian industry can be quickly used in the future in case of a new disruption in the oil market or in case of a major breakthrough in biotechnology.
