Abstract:He finally had to call it off. Last week South Korean President Kim Young Sam canceled his planned tour of Europe in March. Two big crises forced him to stop packing: the month-old unrest over a controversial labour law, and the fall of Hanbo Iron & Steel Co. Matters seemed on the mend early in the week when unions called off strikes after the government agreed to convene an emergency session of parliament in February to review the labor law. For weeks there were roomers that Hanbo was short of cash.
