Abstract:Before the full potential of e-commerce will be reached in the U.S. economy, an equilibrium must be reached that balances the privacy and confidentiality of consumer information while allowing commercial web sites to efficaciously target their online marketing strategy. To accomplish this "high-ware" commercial goal, a business environment of consumer trust needs to be constructed and maintained, with a regulatory framework employing a mixture of legislation, public regulation, industry self-regulation, and private civil remedies.
