Abstract:Within the past fifteen years a number of industries have experienced serious problems of falling capacity utilization and productivity. The problem is especially deep for capital-intensive industries such as the North American steel industry. A model has been developed for assessment of cost elasticities and various biases, including technical,output or "scale", utilization and regulatory biases, to address questions about the impacts of exogenous shocks on firm behavior. The theoretical development as well as the numerous useful results indicate the wide-ranging applicability of such a framework. Some important aspects need further research: requirements for pollution abatement, energy using, materials saving, regulation, etc.
