| Abstract: | Our article discusses an earlier article by Picot/Burr on telecommunications regulation. We concentrated on the discussion of the three most debated issues in telecommunications regulation: interconnection, price caps and universal service obligation. By doing so we pointed out that the cost accounting system of the incumbent is the very core of an efficient regulation of the telecommunication market. Given that the local loop can t be duplicated be new entrants in the foreseeable future the regulator has to push the incumbent to practically allow competition by giving access to this bottleneck. Whateve the regulator intends to do concerning interconnection , price regulation and universal service his access to the relevant and efficient costs of the incumbent is crucial. |
