Abstract:This paper estimated the prices and expenditure elasticity for food consumption in cities and towns by using complete demand system or demand function systems. Two sets of data, DP from the State Statistical Bureau and DC from the family livelihood survey among 600 families were used in the estimation. The uncompensated own price elasticities of different food items were negative while expenditure elasticities positive. The expenditure elasticity of grain was between 0 and 1. At the same time, the price and expenditure elasticities of rice and flour, bought from the state grain shops or free markets were calculated too. The results showed that most urban consumers bought them from free markets rather than the state grain shops, which indicates that it is ineffective for the government to subsidize all the consumers in different income groups.
