Abstract:During the 1990s, compared with world average consumption level (78 to 79 percent), the consumption level in China obviously has remained low, which has been fluctuating around 66 percent. (the consumption level from 1991 to 1997 are 60.8%, 59.9%,58.3%,58.2%,59.0%,60.5% and 59.9%). This suggest that in the performance per unit of labor the proportion used for consumption is low and a large proportion is converted into investment. To increase consumption we must increase the residents' consumption rate, not the government's.
