Abstract:The per capita GNP in 1998 was about US$800. The gap in foodstuffs, clothing and household articles between China and western advanced countries was narrowed, but still large in public consumption goods. This time China has increased the issue of fiscal bonds and raised the investment in infrastructure, Most of which belong to public facilities and environmental protection projects, public consumption goods. The increase of infrastructure is as important to people's living standard as the increase of the consumption goods, such as food, clothing and daily necessities, etc.
