Abstract:This article explains the enduring differences in inequality and welfare states across advanced economies in terms of capitalism (henceforth as: cap.) and political systems. In countries where cap. is coordinated, the political systems are consensus-based with proportional representation (PR). In those countries where cap. is liberal, political systems are competitive with majoritarian voting. A model of hierarchical cap. is developed to show how this reinforces and is reinforced by a Latin American political system with majoritarian presidents and PR legislatures to generate high and persistent inequality and reduce development options.
