Abstract:Entry into a free trade agreement with Canada, and subsequently with both Canada and Mexico, has forced the government of the United States to consider rules of origin from the point of view of the victim, that is, from the viewpoint of an exporting nation, rather than primarily as an importer. The harmonization effort proposed to GATT contracting parties will involve reaching agreement on the meanings of two concepts: the concept of goods wholly obtained and the concept of goods substantially transformed.
