| Abstract: | The Fourth Lome Convention governing ACP-EU development cooperation comes to an end in February 2000. The European Commission has published two reports setting out their analysis of the options and their proposals for a successor agreement. This paper analyses the main benefits of Lome and reviews the export record of the ACP countries. It considers the background to the Lome Waiver, the implications of the findings of the banana disputes panel and the possibilities for a renewal of Lome for all or most of the ACP countries. |
