Abstract: | Contestability and pedatory pricing have in common that they have been used against antitrust policies. After a short discussion of barriers to entry, the special case of "ultra-free entry" is examined. Several limits of ultra-free entry are mentioned. The cases of US Airlines and Long-Distance Telephone Service are presented. The situation of dominance - as opposed to the parity conditions required by effective competition - and the resulting actions are analyzed. A set of criteria for anticompetitive - predatory - actions is determined. A single rule is proposed for deciding whether actions are pro or anti competitive. Comparisons with alternative approaches are made. |
