| Abstract: | A probleme deregulation in the German insurance industry has recently been analyzed by two expert reports, one by the Research Institute for Economic Policy at the University of Mainz and the other by the Institute for World Economics at the University of Kiel. The two reports are reviewed within the framework of a more general structure of the regulation problem in the insurance industry. The main point of critique of the reports is that they do not try to replace the total system of regulation by a new, more convenient total system. Experiments with individual regulating instruments are suggested without examining and evaluating the goals of regulation. |
