| Abstract: | The phenomenon of "surplus" in the course of our current economic development belongs to the surplus of low level. The analyses of the short-form elements is reasonable, necessary but incomprehensible and superficial. Essentially, this "surplus" is the consequence of evolution of the contradictory in structure and system during the economic development and it needs analysis of long-term elements. The policy designs to extend the domestic demand in the system construction. Policy combination can be studied in two aspects: one is pursuing the positive policy of encouraging consumption and the other is promotion of the positive structural adjustment. |
