Abstract:The consistency of the subsidies, countervailing, anti-dumping, and safeguard provisions of GATT rules and USA laws is examined with conclusions and insights derived from the significant progress, which economists have made in better understanding the key features of increasingly internationalized industrial economies and incorporating these characteristics in their analysis. In particular, the paper examines whether the fair trade and safeguard laws are effective in carrying out their intended purposes. To the extent that these laws are found deficient, ways are suggested in which they can be made more effective.
