| Abstract: | The degree of unemployment reached in the 1990s a point in respect of both extent and duration, that it is a crucial problem to not only particular countries, but to all of the industrialized societies. The article outlines the recent situation and the historical development of employment in Germany and presents a survey about the development of employment, unemployment, incomes and productivity in Germany and the USA. The costs of unemployment are analyzed in detail. The main argument of the study is that taken into consideration the qualification profile of the unemployed and the qualfication mismatch on the labour market, simple labour market policy measures are not enough to solve the problem. |
