Abstract:Using both individual-level and employer-level data, this paper tests predictions about the effect of reforms on the employer-provided health insurance market. These effects are estimated for small firms (here as: sm-fs.) and their workers (here as: wrks.) using large firms and their wrks. in the same U.S. states, as well as large and sm-fs. and their wrks. in non-reform states, as comparison groups. It is found among others that the reforms decreased the rate of employer coverage on average for wrks. in small firms by less than two percentage points.
