Abstract:The forming of the social and welfare policy in the UK in the past ten to twelve years, and its relation with market economy are briefly overviewed, and some recent changes are discussed. These changes represent a major break with the past, and this invokes a number of questions: What are the likely economic consequences of these reforms? Will they reduce costs and therefore bring about greater efficiency as their proponents argue? Or will they create other sources of inefficiency while simultaneously causing greater inequity , as their critics allege? We cannot properly answer these questions until the changes have fully worked their way through the system. It is possible, however, to make some theoretical speculations.
