Abstract:In the past, our country has long adopted a policy of low input but high output for railroad construction which can not afford its normal development. This problem becomes a serious obstacle to the rapid growth of national economy. More investment has to the made for railroad construction to ensure the rapid growth of national economy. The question is how to safeguard the railroad inputs. Proper funding ways should be chosen in accordance with actualities. All in all there are two ways for funding: one is policy and the other is market. Policy stress is the adjustment of railroad transportation prices.
