Abstract:When president Clinton stood before Congress in February and announced his plan to ease acces to credit in poor neighborhoods, he unleashed more than a decade's worth of pent-up hopes among community banking advocates around the country. Like a regular bank, Community Capital offers savings and checking accounts and issues automatic teller machine cards. But its main purpose is to lend money to organizations and individuals who are starting and expanding businesses, developing housing , or providing social services in neglected communities.
