Abstract:When this paper was written some 30 years ago, punched-card machinery was still in extensive use for data processing, and electro-mechanical desk-top calculators were still the main tool for the statistical analysis of the data. It is thus at first sight somewhat remarkable that the approach to the estimation and presentation of sampling errors of survey estimates suggested in the paper should still be in regular use 30 years later, when desk-top PCs and other associated software have made statistical calculations immeasurably easier, faster and cheaper.
