| Abstract: | Presently, the management relationships on private- operating economy have not been put in order no matter from macroscopic or microscopic and from external or internal angles. So, it's very necessary for the government to set up a management institute or department to plan private-operating economy unitedly. It's useful for private-operating firms going upstairs through making industrial management and encouraging private-operating enterprises to transform the industrial types from common food service, commercial and trade industries to those export-oriented, scientific and technological, informational industries which are more suitable to the development of large scale socialize production.
