| Abstract: | There has been always a loud yell to largely develop non-public economy but there have been various barriers to hinder the development. Besides somebody's dependence upon state economy, the economic management system, particularly the investment and financing system in the whole society still follow the basic setup under the planned economy, which acts as the biggest "Bottleneck" to hinder the non-public economic development. Without breaking through this "Bottleneck", the non-public economy would only run its course at the system margin and the market economic system could never be available. |
