Abstract: | The last three decades have seen governments around the world remove a number of restrictions from financial markets and payments systems. Technological innovations have reduced the effectiveness of some surviving regulations, and virtually unrestricted off-shore banking market has grown to prominence. During the same time some economists have become intrigued by the idea of a completely unregulated financial and payments system - the conceptual (if distant) endpoint of deregulation.
