| Abstract: | The author summarizes Breyer's 1982 book briefly before summarizing Breaking the Vicious Circle in detail. He then discusses some technical aspectsof "risk assessment", which is the scientific compnent of risk regulation, as opposed to "risk management", the policy component. The author argues that risk assessment cannot be very "scientific" because too little is known. Without such knowledge, quantitative risk assessment must rely on conventions promulgated by bureaucrats or on professional judgments of scientific experts. |
