Abstract:The content, status, and likely impact of the Social Charter, endorsed by the European Community in December 1989, are investigated. The articles of the Charter cover social rights (primarily workers' rights), employment and remuneration, improvement of living and working conditions, freedom of association and collective bargaining, participation rights, gender equality, health and safety at the workplace, and vocational training. The Charter and its Action Program, initiated by the European Commission, have aroused considerable controversies over political and economic-legal issues. Arguments are presented that the Charter is cost-increasing, disproportionately affects poorer workers, it causes less equity.
