| Abstract: | This paper proposes creation of a new investment vehicle, the NEIGHBORHOOD INVESTMENT FUND, intended to amass capital for development of small business enterprise in designated neighborhoods within the United States of America. In principle, this new type of investment fund could also be created to function internationally so that less wealthy countries might co-invest in themselves along with wealthier countries whose co-investment might match or exceed that of the developing community. |
