Abstract:It is argued that social progress is haphazard because it is driven by a variety of political forces, whereas technological progress is positive in the direction of increasing both the performance and the range of functions. This is so because of the inner logic of technology and because of social selection mechanisms, whether by consensus or by elites. Many different states of society can be reached by political action alone, but the state defined here as utopian requires the direction of technology towards aims of safeguarding the natural environment and providing a better social infrastructure.
