Abstract:According to a Government manpower report, there was a shortage of 230,000 graduates in the early 1990s required by industry. The existing education system has not turned out enough graduates qualified to fulfil the new job requirements. The pursuit of education is an important cultural value among the Chinese. The local people want to have more opportunities to learn. Hong Kong is gradually becoming a "learning society". Hong Kong has no natural resources other than human resources.
