Abstract:Subsidiarity as a concept, or an instrument to regulate the division of powers between different layers or levels of government, made its first formal appearance on the European political stage in the mid-1970s. Its roots, however, can be traced back to Aristotle and St. Thomas Aquinas, through the 19th-century French political philosophers Proudhon and De Tocqueville. Some authors claim the idea of subsidiarity can be found in an implicit form in the two founding treaties of what is now the European Union.
