Abstract:Multilaterals are pushing into new areas of finance in Central and Eastern Europe as the local financial sector restructures. Multilateral financing organizations often attract criticism. The International Finance Corporation (IFC), the World bank, the European Bank for Reconstruction and Development (EBRD), Phare and European Investment Bank (EIB) are frequently regarded as bureaucratically inept and wasteful users of taxpayers' money, focusing on transactions that commercial banks could do better or - for good reason - would never dream of doing at all.
